Applicants Applicants - Landlords - Landlord Tenant Issues - Tenant Based vs. Project Based Assistance How applications are processed Completing the Application Checking on Your Application Applications that were received on or before October 31, 2008 were assigned a number and processed in the order they were received in our office. Those applications were placed on the waiting list and a confirmation letter was sent. Also in October 2008 a mailing was sent to all households on the waiting list which required a confirmation sheet to be returned to our office. If this confirmation sheet was not postmarked and/or received in our office by October 31, 2008 your name was removed from the waiting list. We are currently working with applications through number 782. The waiting time can be long. This is a popular program with many people on the waiting list and a limited amount of available funds. You can contact us to check on the progress of your application by calling (920) 386-2866. We will be able to tell you the number and date of the applications that we are currently processing. It is impossible to give you an accurate date of when your name will come up unless we are very close to your application date. If your mailing address, household composition or income changes, you need to notify us of the change. Our office will always contact you by mail at the mailing address we have on file. If we are unable to reach you by mail, your name is removed from the waiting list. Status of Waiting List When your application reaches the top of the waiting list When your name reaches the top of the waiting list, you will be contacted by mail to request that you to make a reservation for an interview to determine your eligibility. If you do not respond to this mailing by the date indicated on the letter, your name is automatically removed from the waiting list. You MUST notify us of any change of address. If your mail is returned, there is no way for us to contact you. If your mail is forwarded, it may take too long for the letter to reach you. If you are eligible, you will need to attend a group presentation. After the presentation, you will be issued a voucher. This voucher may be used at your current address or you may choose to move to a different address. After you have located a rental property, you will submit a copy of the unsigned lease and our tenancy agreement to the HOUSING AUTHORITY. The HOUSING AUTHORITY will inspect the property for the Housing Quality Standards. An HQS Inspection is not a code compliant inspection. If the property is approved, the HOUSING AUTHORITY will sign a contract with the Landlord for housing assistance payments and you are officially on the program. How Assistance is Calculated Household income includes the total of gross wages, child support received, unemployment compensation, Social Security, SSI, SSD, income from assets, etc for all family members. Deductions from gross income include an annual dependant deduction per child and child care expenses the household pays while working or attending school. For senior citizen, handicapped and disabled households there is an annual deduction in addition to the deduction of allowable medical expenses. Program participants pay 30% of the household's adjusted income (+ 100% of the amount over the payment standard). It is important to note that the payment standard used for your household will be based on your household composition AND the actual number of bedrooms in the unit. We will help you determine which payment standard you qualify for. Effective January 1, 2009 the payment standards in Dodge County are:
These limits include rent and tenant paid utilities. If the rent does not include utilities, tenant-paid utilities are calculated based on a schedule of monthly averages for Dodge County. Using this schedule we calculate the utility allowance for the unit. The rent plus the utility allowance is the Gross Rent for the unit. If the gross rent exceeds the payment standard, the program participant pays 30% of the household's adjusted monthly income plus 100% of the amount over the payment standard. For example,
You cannot pay more than 40% of the adjusted monthly household income or the unit will not qualify for the program. We pay the landlord the difference between 30% of your adjusted household income and the payment standard. This amount is paid directly to the landlord. Since each participant's share is the result of a unique calculation, it is impossible to quote a rental amount without applying required personal information to the formula. When you are assigned a voucher, we will be happy to calculate your share for you so that you can make informed decisions when choosing a place to live.
